Circling Home will expand UTEC’s continuum of mental health and substance use supports for proven risk young adults in Lawrence, Haverhill, and Lowell. UTEC will work closely with the Essex County Sheriff’s Department and the Middlesex County Sheriff’s Office to focus on services both pre-release “behind the walls” and post-release.
